Sokcho has neighborhoods full of good cafés, like Dongmyeong Port, Dongmyeong Breakwater, Yeonggeumjeong. This itinerary slots cafés in as breaks between meals and leaves time to wander the streets around them.
From Incheon Airport it takes about 3 hr 40 min by AREX and an express bus. Anything within about 20 minutes on foot, you walk.
You stay all 3 nights near Munudang Seorim and start every day from the same place — no repacking.
Day 1: Dongmyeong Port, Dongmyeong Breakwater, Yeonggeumjeong, Dongmyeong Port Squid Stall. Lunch at Delijoy, dinner at 88 Saengseongui.

Day 3: Abai Village Ferry, Cheongho Beach, Gani Beach, Abai Village, Fried Chicken Alley. Lunch at Mamas Kimbap, dinner at Sarangboe Joah-hoe.
Day 4: Jangsa Fishing Village Experience, Oeongchi Sea Fragrance Road. Lunch at Muneorang. Then head back to Incheon Airport.
